A car makes it easy to reach Berat, Gjirokastër, the Riviera and the mountains on your own timetable. Main roads and motorways are good; mountain roads are narrow and winding, and city traffic is busy and assertive, so drive defensively. To cross a border, you need the rental company’s permission and green card insurance.
